THE CONCEPT

William-Lynn-James was formed in 1984 to provide access to cost-effective professional services to clients in both the public and private sectors. We currently focus on economic development, governmental affairs and strategic planning, with specialties in international border-crossing issues, foreign trade, and customs and immigration issues. We have earned a reputation for providing our clients with the most accurate and objective findings and recommendations based on our experience and technical skills.

Our approach to a project is to work with the client in establishing a mutually acceptable scope of services, budget guidelines, and implementation schedule and then to develop a work program that has a strong management component. Each project is then handled by a team of specialists that meets the objectives and timelines established for its services. We specialize in presenting our client's interests in an organized and effective fashion that can be understood by policy makers. By doing so, we help our clients shape public policy, rather than be shaped by it.

Unlike a traditional governmental affairs or planning firm, William-Lynn-James can provide its clients with an array of professional services, as needed in today's complex world of policy making. We draw upon a wide variety of disciplines in order to provide a comprehensive set of effective services. Governmental affairs, strategic planning, association management, issue workshops, issue monitoring, media relations, and communications are among the services provided.

Most of our professional staff hold advanced degrees, and several members are associated with major institutions of higher education and have extensive experience in their fields. This ability to provide quality research and analysis in support of a client's objectives is what distinguishes William-Lynn-James from other firms providing similar services. We stress not only the quality of our recommendations and work product, but also their usefulness.

We specialize in providing services to clients in the midwestern United States, Canada, and Japan. William-Lynn-James has developed an extensive network of resources in these areas that affords clients the highest level of expertise by utilizing individuals who have implemented such strategies in both the public and private sectors of their respective countries.

William-Lynn-James has addressed numerous trade issues in the public and private sectors; has obtained favorable legislation or amended legislation on behalf of various clients; has assisted U.S. exporters and foreign investors; has promoted clients' interests in negotiations and trade agreements; and has nurtured international joint ventures. This work has developed a core of expertise for the Firm in transportation, trade, environment, and infrastructure issues.

Our wide range of professional skills provides creative solutions to the most challenging client assignments. We give clients the understanding necessary to identify alternative courses of action and make informed decisions. Through the Horizon Study process, we assist clients in understanding the issues and opportunities of the future and in organizing the resources needed to influence future outcomes.

We use a team approach to assignments. This allows the client to take advantage of the broad range of experience and resources we offer to address specific needs. Our approach also provides governmental affairs services designed to allow the client's concerns to be expressed at local, state, provincial, and national levels of government.

In the area of economic development, we have formed a specific policy group focusing on Asian investment. We offer specialized intercultural services to U.S. and Asian companies and Midwestern communities. The policy group specializes in providing agent representation, investment counseling, trade initiatives, and joint-venture development.

William-Lynn-James has also created a policy group devoted to U.S.-Canadian issues, including trade and transportation initiatives. We are represented in this area by some of the most qualified individuals from both the public and private sectors who have been involved in public policy formation for their respective countries.

Perhaps most important to William-Lynn-James is its commitment to excellence. Each client assignment is made the personal responsibility of one of our principals. The principal directs the work, confirms key findings, assures quality and timeliness, maintains regular and meaningful contacts with the client, and reports results to the client and other key constituencies.

To further enhance our effectiveness, we have entered into strategic partnerships with other organizations providing additional specialized services. These allied organizations include the Tax Research Analysis Center (a think tank), Thomas Consulting, Inc. (an international governmental affairs firm), Avolution Multimedia (a media-production firm) and the Law Firm of John Molitor. These affiliates expand the scope of services and reach of William-Lynn-James in undertaking work for clients.

William-Lynn-James is composed of 5 principals and maintains operations in Indianapolis, Indiana, Carmel, Indiana, Washington, D.C., Detroit, Michigan, Louisville, Kentucky, and Ottawa, Ontario, Canada. The Firm's emphasis is on understanding the practical and economic realities of the client's needs and bringing together the appropriate resources to address those needs.
