Allen Gandell brings to the clients of William-Lynn-James over 25 years of experience in delivering complex infrastructure projects in both the public and private sectors. Mr. Gandell’s history in bringing together the planning, engineering and financial elements of a project provides the Firm’s clients with a proven approach to project management. In his career, Mr. Gandell has worked on a number of issues and projects that involve a wide range of disciplines. His history of being able to work with state and provincial legislatures, municipal governments and federal agencies has proven invaluable in bringing solutions to complex projects on the Canada-United States border.

An engineering graduate of McGill University, professional engineer, and an AMA Business scholar, Mr. Gandell spent the first part of his career in the private sector in engineering design and project management. In 1990, he became General Manager/CEO of the Niagara Falls Bridge Commission, assuming responsibility for the planning, financing, and construction of a $300 million international border crossing infrastructure project. To accomplish this project, Mr. Gandell coordinated the bi-national efforts of 16 agencies, realized new federal legislative needs, implemented a $200 million public bond issue and completed all targeted construction of the expansion project by 1999.

In 2000, Mr. Gandell started No Boundaries Consulting to serve public and private transportation authorities working on the Canada-United States border. His clients included the Peace Bridge Authority, Whirlpool Bridge Corporation, Federal Bridge Corporation, and the Blue Water Bridge Authority.

Mr. Gandell has served as President of the Bridge and Tunnel Operators Association. He was a founding member of the Can-Am Border Trade Alliance and the Founding Chairman of the Niagara Frontier International Transportation Coalition. He has been active with the International Bridge Tunnel Turnpike Association border crossing committee. During his leadership of the Niagara Frontier International Transportation Coalition, Mr. Gandell helped achieve unprecedented cooperation between border enforcement agencies in Canada and the United States.

Throughout his career, Mr. Gandell has also held positions of community leadership in economic development, tourism and industry in the State of New York and Province of Ontario. Mr. Gandell is fluent in French. His extensive background provides the Firm’s clients with innovative solutions across a broad range of international business and policy issues.
