Larry W. Grau
Policy & Government Relations

Larry W. Grau provides William-Lynn-James clients with expertise in education finance and policy issues, media relations, budgetary planning and fiscal management, and policy-oriented research and analysis. Mr. Grau has advised the governor of Indiana, numerous school districts, several statewide education, business, and research organizations, and state agencies. He has extensive experience in conducting policy analysis, completing research studies, preparing financial reports, formulating legislative and fiscal strategies, and developing financial plans.

Mr. Grau was the executive assistant for education for Indiana Gov. Frank O’Bannon from 1998 to 2001. As top education advisor in the O'Bannon administration, Mr. Grau assisted the governor in developing and enacting a new accountability system for Indiana, as well as other significant legislation to reshape the state’s academic standards and assessment policies. Mr. Grau also helped to develop the state’s first alternative education and after-school programs. He continues to work on national education issues.

Mr. Grau is the author of various articles and professional papers, including "Keeping Indiana's Dollars in Schools (KIDS)," "Decreasing Indiana's Excise Taxes," and "The Geographic & Political Distribution of Cross Border Jobs in the Midwest." He has written various newsletters on education policy.

Mr. Grau has a B.A. in public administration and an M.A. in public policy from Indiana University.
