Beth Henkel
Local Government Finance and Policy
Beth H. Henkel is an accomplished attorney, project manager, and government finance consultant with a recognized skill at breaking down complex problems into clear-cut goals and objectives. Ms. Henkel uses these skills to provide William-Lynn-James clients with expertise in local government finance, economic development tools, assessment system management, and policy-oriented research and analysis.
Ms. Henkel served as the Commissioner of Indiana's property tax agency during the transition of Indiana's property tax system to a market-value-based system. As a top state agency official from 2002 to 2005, she assisted county governments across the state in completing the reassessment. As required by the Indiana General Assembly, she also negotiated the contracts for the reassessment of Lake County, took over all assessment duties in that county, and oversaw the implementation from start to finish of the 2002 reassessment in that county. As Commissioner, she was praised as an official who took a practical, hands-on approach to local government finance.
Since leaving state government in 2005, Ms. Henkel has used her extensive legal and finance background to assist schools, counties and other local governmental units, as well as businesses, research organizations, and state agencies. She has served as a project manager advising counties and local government officials in their efforts to get back on track in property tax assessment and billing. She has formulated work plans and negotiated contracts with vendors and state agencies on behalf of counties caught in the tumult caused by the 2006 trending and 2007 re-trending orders. Ms. Henkel also has used her skills as a litigator to defend assessments and local decisions before state agencies and in the Indiana Tax Court and Supreme Court.
Ms. Henkel is a frequent presenter on property tax, market value-in-use and local governmental finance matters. She is a member of the Taxation Committee of the Indiana Chamber of Commerce and the Tax Research Analysis Center. She also advises various non-profit organizations, including Prevent Blindness of Indiana and the Indiana Jazz Foundation.
Ms. Henkel earned her bachelor of arts from Indiana University in Spanish and her J.D., magna cum laude, from Indiana University School of Law - Indianapolis.
