John R. Molitor
Planning & Development, Governmental & Legislative Affairs

John R. Molitor offers clients of William-Lynn-James creative approaches to achieve land-development and public-policy goals. He combines expertise in land-use zoning and local government finance with a broad experience in commercial real estate management and development. He has a background in community fund-raising and has been active with a number of community boards.

A practicing attorney and registered lobbyist before the Indiana General Assembly, Mr. Molitor has represented public- and private-sector clients interested in historic preservation, economic development, infrastructure funding, property taxation, utility deregulation, and a myriad of local government issues. He serves on the Coalition to Restore Indiana's Property Tax Controls (CRIPTC) and is a member of the Taxation Committee of the Indiana Chamber of Commerce and the Tax Research Analysis Center. He has served for many years as Legislative Chair for the Land Use and Zoning Section of the Indiana State Bar Association. Mr. Molitor is also a former member of the Government Affairs Council of the Indianapolis Chamber of Commerce and the Board of Directors of the Carmel Clay Chamber of Commerce. He is also the former Legislative Chair for the Building Owners and Managers Association (BOMA) of Indianapolis.

In addition to his practice in Indiana, Mr. Molitor serves on various project teams for William-Lynn-James and assists clients in legislative research and public-policy planning related to bilateral trade and transportation. Mr. Molitor has a background in developing land-use ordinances to allow for the growth of facilities over time.

Mr. Molitor is a former staff member of the Indiana Legislative Services Agency, where he served seven years as Director of the Office of Code Revision and three years as Senior Counsel to the Local Government Study Commission. He supervised the drafting of several major pieces of legislation, including the criminal code (1976), the Home Rule Act (1980), and a recodification of the state's election laws (1986). More recently, Mr. Molitor has represented a number of communities and counties on land-use and policy issues. Mr. Molitor also served as a member of the American Plaza Port of Entry Blue Water Bridge Authority planning team, focusing on U.S. land use and zoning issues at the border.

Mr. Molitor received his B.A. degree in history from Indiana University at South Bend. His law degree is from Indiana University School of Law in Bloomington, and he is a former adjunct professor of law at that school. He has also served on the faculty for numerous business and professional seminars covering subjects such as property rights, property taxation, commercial lease administration, impact fees, planning and zoning, and legislative drafting.
