Garry Petersen

Garry Petersen is managing director of William-Lynn-James. Mr. Petersen has an extensive background in program management, grant writing, association management, private sector economic assessment, and intergovernmental affairs.

Mr. Petersen is responsible for leading the public relations and issue management teams of William-Lynn-James. He oversees the Firm’s governmental affairs and business-development operations. He has an extensive background in working with trade associations in the beginning stages of their development and specializes in bringing together groups and individuals who share strategic goals.

Mr. Petersen is currently leading a team of private-sector firms that provide consulting services related to international trade, international business development, and border issues related to agriculture, customs, and immigration policy. He has been involved in complex negotiations between bilateral parties that have resulted in tangible and intangible benefits for the Firm’s clients and their respective countries.

Mr. Petersen has initiated the Firm’s focus on international trade and transportation issues and has established a network of business and governmental contacts across the United States and Canada. Mr. Petersen’s understanding of bilateral initiatives between these countries gives William-Lynn-James a distinguished level of expertise on meeting the needs of clients doing business in North America. Mr. Petersen is a member of the Firm’s Japan focus group, a policy team that specializes in bring together investment opportunities between these two countries.

In the past 18 years, Mr. Petersen has developed a series of specific programs and research materials for various businesses, individuals, communities, and associations. His areas of expertise include international trade, transportation, corridor planning, NEPA planning and compliance, community development, economic planning, and public-policy initiatives at the regional, national, and international levels. He has written several site-location studies that have helped bring development and new jobs to communities. He has served on several NEPA study teams that have successfully brought projects to a record of decision.

Projects and organizations in which he has been involved include: the Blue Water Bridge Authority Master Business Plan; the Hoosier Heartland Highway Study; the Mid-Continent Highway Study; the Monon Economic Impact Study; the Lafayette (IN) High-Tech Study; the Walker Hotel Complex Study; the Fletcher Bank Complex Study; the Indiana Offshore Marketing Analysis; the Gary (IN) Riverboat Impact Study; the Central Indiana Outer Belt Horizon Study; the Central Canal Horizon Study; the Indiana Property Tax Reform Study; the Indiana Casino Impact Study; the I-69 Mid-Continent Highway Study; the Westfield (IN) Economic Horizon Study; the Carroll County (IN) Economic Horizon Study; the Wabash (IN) Corridor Study; the KIDS (Keeping Indiana Dollars in Schools) Report; the Michigan Fiscal Reforms Report; the Corridor 18 Study; the Highway Funding Alternatives for Mississippi Delta Study; the West Baden Springs Feasibility Analysis; the Economic Edge Study; the Indiana School Voucher Report; the Michigan Renaissance Study; the Cross-Border Economic Impact Report; the Indiana Property Tax Reform Report; the Project Safe-Passage Report; the Blue Water Bridge Authority Traffic and Revenue Study; the Great Lakes Trade Corridor Economic Impact Report; the Section 110 Review Report; the Port Huron Port of Entry Analysis; the Niagara Frontier Ports of Entry Analysis; and various commercial site-location studies, congressional census redistricting reports, zoning studies, coalition building efforts, business-relocation studies, and industry-relocation studies.

Mr. Petersen also has experience in natural-resource planning and environmental conservation. He was the principal author of the first plan to redevelop the Monon railroad into a trail corridor in central Indiana, drafted the city of Indianapolis, Indiana’s model ordinance for urban forestry, wrote the Arbor Day ordinance for the city of Franklin, Indiana, and wrote the grant that led to the development of Franklin, Indiana’s greenway trail system.

He has been honored by several Indiana governors for his public service and is a recipient of the Sagamore of the Wabash, the highest honor an Indiana governor can bestow on a resident in Indiana. He has served on the boards of several not-for-profit organizations. Mr. Petersen presently serves as a Fellow with the Tax Research Analysis Center.

Mr. Petersen has an A.A. from George Washington University in cultural anthropology and a B.A. in economics and a M.A. in public and environmental affairs from Indiana University.
