Dr. David A. Reed
Economic Analysis, Issue Research, Expert Testimony

Dr. David Reed is a senior economist at the Firm specializing in domestic economic issues, including economic development policy and economic restructuring. Dr. Reed assists clients of William-Lynn-James with consulting in the areas of bilateral trade between Canada and the United States, linear trade corridors across North America, and the implementation of trade and transportation policy. He is affiliated with Alma College in Michigan and is a senior fellow with the Tax Research Analysis Center.

From 1983 through 1990, Dr. Reed was the Hudson Institute's Director of Economic Development Studies. Before joining the Institute, Dr. Reed served as the Assistant Commissioner for Policy Analysis for the Minnesota Department of Energy and Development. He also served as the Director of the Division of Economic Analysis for the Indiana Department of Commerce. Dr. Reed is also recognized for his expertise regarding the economic impact of information and communications technologies.

While with the Hudson Institute, Dr. Reed authored the Michigan Beyond 2000 study, five books and monographs, and more than 40 papers. His books include two on rural development policy: The Future of Southern Rural Indiana: Paradigms and Prospects for Rural Development and The Winnowing: Economic Change in Rural America. He has written analyses on development policy and related issues in Michigan, Oklahoma, Indiana, and other Midwestern areas. Dr. Reed has also written about the links between economic development and other areas of governmental concern such as education, health, energy, and telecommunications policy.

Dr. Reed authored the “Economic Edge Study” that looked at trade and transportation policies on the Ontario-Michigan border frontier. He served as a member of the American Plaza Port of Entry Blue Water Bridge Authority planning team and was a significant contributor to the Blue Water Bridge Authority’s long-range business plan. Dr. Reed has a background in working with U.S. Customs and Border Protection on border-crossing issues.

Dr. Reed was recognized by Rodney Slater, former U.S. Secretary of Transportation, as having developed and promoted in his writings the concept of the Mid-Continent Highway, a collaborative project among the signatories of the North America Free Trade Agreement to create an overland route to connect the industrial centers of Canada, the United States, and Mexico. His earlier work at Hudson Institute on trade corridors has been recognized as the foundation for the development of a number of similar linear trade routes throughout North America. Dr. Reed was instrumental in outlining the importance for a United States policy on trade corridors which led to the passage of the Border and Corridors program administered by the Federal Highway Administration.

Dr. Reed received a B.A. from Kent State University. His graduate studies were completed at Indiana University, where he earned an M.B.A in finance and economics and a D.B.A. in economics and public finance. He is a member of the National Association of Business Economists, the American Economics Association, and a member of Beta Gamma Sigma scholastic honorary fraternity.

While serving in state government in Indiana and Minnesota, Dr. Reed was instrumental in initiating and implementing programs in statewide research on economic issues and the development-planning process. He also has expertise in energy policy issues such as commercial nuclear power, nuclear waste disposal, fossil fuels, conservation of energy, renewable energy resources, and public utility rate cases.
