Jennifer G. Shepard
Policy & Government Relations
Jennifer Shepard applies her knowledge of transportation and environmental policy to assist clients in securing federal funding as well as legislative and/or regulatory solutions. Ms. Shepard counsels clients on strategic opportunities to advance their issues before the federal government. Ms. Shepard also has a unique background in developing state and regional air quality control plans.
Prior to relocating to the greater Washington, D.C. area, Ms. Shepard served as a Chamber Executive handling environmental and transportation policies and government relations for The Greater Houston Partnership, the leading business advocacy organization in Houston, Texas. She was responsible for managing multiple aspects of the organization's air quality program and worked to build a consensus on how to bring the region into compliance with the federal ozone standard as required by the federal Clean Air Act. She worked extensively with local, state, and federal elected officials as well as state and federal regulatory agencies on behalf of The Great Houston Partnership. She has served as a project manager on a number of initiatives and has shown a unique talent in building consensus toward bringing a project to a favorable conclusion.
Ms. Shepard also was instrumental in the creation and the ongoing management of a statewide public/private sector coalition to promote the formation of an international trade corridor. She helped write federal legislation to facilitate the corridor's advancement. As a result of addressing both environmental and transportation issues affecting the fourth largest metropolitan area in the country, she has developed a keen understanding of the relationship between environmental policies and transportation programs. She also has worked on transportation issues involving the northern and southern border of the United States.
Ms. Shepard has a B.A. in Spanish and a minor in biology from the College of William and Mary and has completed environmental law courses at Rice University, other M.B.A. coursework at the University of Houston, and advanced Spanish coursework through the University of Salamanca. She is fluent in English and Spanish.
